How Cambridge Delivered Linguaskill as a Scalable, Integrity-Driven Certified Exam with Talview

Overview

Cambridge Assessment English's Linguaskill is a globally recognised, certified English language qualification used by universities, employers, and institutions worldwide. As international demand grew, Cambridge identified a critical need to evolve its delivery model moving beyond a reliance on physical proctors at test centres toward a flexible, technology-enabled approach that could support both in-centre and fully remote exam delivery across diverse geographies.

The programme required seamless integration with Cambridge's existing Metrica test delivery platform, certification-grade exam integrity, and the operational infrastructure to support a distributed network of 200+ exam centres spanning 22+ countries. Following a structured requirements process involving administrators, agents, exam centres, reviewers, assessors, universities, and candidates, Cambridge selected Talview as its strategic implementation partner.

Challenge

Cambridge faced a set of interconnected challenges that its existing delivery model was not equipped to resolve at the scale required:

  • Physical proctor dependency limited geographic reach, making it difficult to expand access to certified testing in new markets.

  • Transitioning to remote delivery required maintaining the rigorous integrity standards expected of an internationally certified qualification across highly variable device environments, connectivity conditions, and candidate settings.

  • Operationalising a network of 200+ exam centres across 22+ countries demanded standardised workflows, training, and governance to ensure consistent delivery quality regardless of location.

  • Integration with Cambridge's Metrica system was non-negotiable, any solution had to fit within the existing candidate journey without introducing workflow fragmentation for global administration teams.

  • As international volumes scaled, review operations needed to keep pace without proportional increases in headcount while ensuring human reviewers retained final decision-making authority over all flagged sessions.

Solution

Talview designed and delivered a phased international implementation programme built around record-and-review proctoring, secure browser technology, and AI-assisted review operations, all integrated directly into Cambridge's Metrica platform.

A two-phase rollout managed risk and ensured operational readiness at each stage:

  • Phase 1: In-centre delivery was modernised using technology-supported proctoring workflows, enhancing integrity processes while maintaining exam centre stability.

  • Phase 2: Fully remote delivery was introduced, extending certified exam access to candidates beyond physical centres and supporting Cambridge's global expansion goals.

To address review scalability, Talview implemented its agentic AI capability, Alvy, within the record-and-review workflow. Alvy surfaces, prioritises, and summarises proctoring flags accelerating triage and improving throughput while ensuring trained human reviewers retain authority over all final decisions, in line with certified exam governance requirements.

Underpinning the technology was a comprehensive operational enablement model: standardised training and playbooks for administrators, agents, and reviewers; defined SLAs for review turnaround and results release; and 24/7 candidate support and test-taking availability across all deployed regions and time zones.

Results

The programme has delivered measurable outcomes across candidate scale, operational performance, and global reach:

  • 100,000+ candidates have completed Linguaskill exams through the Talview-powered delivery model to date.

  • Live across 22+ countries, including India, Japan, Brazil, Germany, France, USA, UAE, Peru, and more.

  • 200+ exam centres onboarded, with both in-centre and fully remote delivery modes now operational.

  • 4,000+ candidates completed exams within a single 12-hour window during high-volume drives in Chennai, India and Peru, demonstrating peak-load robustness.

  • Operational SLAs sustained at scale: review completion within 48 hours and results release within 5 days.

  • 24/7 candidate support and test-taking availability are maintained across all geographies, ensuring access regardless of time zone.

Conclusion

Cambridge's partnership with Talview demonstrates how a globally recognised certification body can simultaneously expand candidate access, modernise its delivery infrastructure, and uphold the integrity standards that certified qualifications demand at international scale.

With 100,000+ candidates processed across 22+ countries, peak delivery of 4,000+ exams in a single 12-hour session, and consistent operational SLAs sustained throughout, the programme sets a strong benchmark for globally scalable certified exam delivery. As international demand for Linguaskill continues to grow, Cambridge has the operational model, technology foundation, and delivery partnership to scale with confidence.
